Mr Dowie came to Hong Kong in 1972 to join the then Royal Hong Kong Police. He retired in 2009 at the rank of Senior Assistant Commissioner having amassed over 37 years of service.
Mr Dowie has held the post of secretary of the Parents Teachers Students Association (PTSA) at King George V School for several years. He was also a parent representative on the School Council and on two occasions, chaired the School Council. He sits on several sub-committees of the Kowloon Cricket Club (KCC).
As a result of his time with Hong Kong Police, Mr Dowie gained extensive experience of committee work, problem solving and decision making. He specialised in leading multi-million dollar information technology projects and spearheaded the Police’s service quality, customer service and culture change programmes.
He also had specific responsibility for strategic planning, risk-management, internal investigations, occupational safety and health.
Mr Dowie is married with one son who graduated from King George V School and is currently studying at the University of Hong Kong.
